Passives who do not take up Priesthood are often housed here with their families or in their own residence. Rent is extremely cheap. Places of Note:
- Morneke's Keep - an unremarkable keep that can support up to three visitors at a time. No room service. One bed, one chair, no kitchen.
- The Centre - a small clearing in the centre of the district. Useful if they had district meetings. But often just used as a hang out for the Lower District children after school.
