Appearance

Wiggins is not a large man, in fact he is rather small and slightly ill-looking. He possesses a wide thin mouth, dark, slightly curling hair and pale skin. In dress he is a representative of his class and station, dressing in decently made rather drab garments.

His voice is reedy and somewhat pinched, and he has a tendency to speak very quickly, especially when flustered. Which is all the time.

Personality

Wiggins can be a fussy, somewhat insecure man, but he is more than competent at his job. In his personal life he worries he is not particularly interesting and so has decided he must acquire a past before it is too late. He has, so far, taken up playing the Bastian horn (playing in a small chamber ensemble and getting good reviews), learning various forms of dancing (he’s a decent but unremarkable dancer), figure drawing (though he’s still a bit embarrassed when looking at nude models),and has become rather good at bird watching, recreational astronomy, and hobby paleontology.

He has also mastered the art of the self-deprecating and highly amusing anecdote about the various stumbles and general misfortunes he’s had in acquiring his talents. Do ask him about the curious incident of the widow, the music teacher, the four chairs, and the bowl of grapes.

In short, Wiggins is a far more interesting man than he gives himself credit for, and is always open to trying new and interesting pursuits. He will talk at length about his own, of course, but equally will he listen to anyone else with a passion for their chosen hobbies.

All in all, Wiggins is a decent sort of fellow.

History

Wiggins was born in a less fashionable suburb of Vienda to a family of the middle classes. His childhood was conventional, even dull. He would occasionally be packed off to visit relatives at the seaside when he was small, where he acquired a love of swimming and a particular horror of large colonies of seals.

As is usual for Anaxi galdori, he was admitted to Brunnhold, took to the political sciences (more or less neglecting magic, in which he never shone) and graduating with good, but unremarkable grades.

At 21 he entered the civil service, first as a secretary in the Office of Legislative affairs and then had a rapid rise within that office. He was a careful, diligent researcher, wrote long, detailed commentaries on bills that were brought before him. His generally inoffensive manner and air of charming befuddlement made him the ideal person to send to politicos to tell them just how awful their ideas were, and could they perhaps make the following changes, amendments, and alterations?

He has been the protege of Basil Ambrose Shrikeweed for a number of years, and has taken on a number of his responsibilities since Mr Shrikeweed’s reassignment to Incumbent Vauquelin.
