Silas Hawke - Male. Known as the King of Old Rose, Hawke is the chief crime lord of Anaxas and leader of the Bad Brothers.
Scarlett Jezebel - Female. Self proclaimed Queen of the Rose, even if it's not acknowledged by Silas Hawke. Keep your friends close, and your enemies closer.
Remses - Male human. Silas' arch-thug. Aids in recruitment to the BB occasionally but prefers to beat people up and perform acts of piracy. Has a pockmarked face. The tiniest inkling of his involvement in something sinister and illegal has started to bubble up in the rumor mill of Old Rose.
Archie Swill - Male wick, late 30s. Delivers packages of contraband for the BB. Is perpetually dirty and is weasely in appearance. He has a chronic cough as a result of years of smoking but is still very sprightly.
Female and Male - Work in Anglers Alley. Never seen. Female is generally known for her relative friendliness, wit and intelligence. Male is a bit daft but Female keeps him in line. They allow folks in and out of the Sanctum.
Merk and Ells - Troubleshoot for the Bad Brothers. Are possibly the same two characters as Female and Male but you should keep that to yourself, son. Ells is a dynamic kind of diplomat and Merk really likes to hit things.
Quicke - Very little is known about Quicke. Quicke's gender, age, accent and physical appearance are not under public record and that's probably for the best. He or she is very fast, very quiet and very serious about work. Believes in trials by fire.
Lordan Asparrow - Male galdor, 40s. A Brother through and through but still very proud of his galdori heritage. He is polite, well mannered and possesses excellent posture. Lower tier members of the BB are terrified of him and most know better than to stay in his way. Stole his company's aeroship back in the day.
Buckler - Male human, middle-aged. A thin, gangly man with a shock of white hair and no teeth.
Art - Male human, 20's or 30's. A huge fat man with a threadbare waistcoat and bandolier fully stocked with bombs and other explosives.
Toothy Ted - Male human, 20's. A good-looking young man with blonde hair and a mouth full of big, white teeth.
Rinata - Female wick, 20's. One of Silas Hawke's hench-witches. The back half of her head is shaved and her purple hair is tied in a top-knot. Wears a red bandana.
Yulina - Female wick, 30. One of Silas Hawke's hench-witches. Black hair worn in many small braids, scar from ear to ear over the bridge of her nose. The brainy one with a penchant for torture.
Urchin - Male child; roughly twelve. Urchin has a lot of love in his heart, though it's buried under the layers of rags he wears and caked on dirt. He makes guns for the BB and often negotiates his services in exchange for cake. This is because he is both perpetually hungry and perpetually fond of baked goods.
Hollis the Cudgel - Big, bald, tattooed human. Smashes things—doors, faces, kneecaps, whatever. You need it smashed? Hollis is your man.
Amber - Witch, late 20-30s; spent some time as a pirate but now mostly heads up land jobs that usually involve breaking, entering, and information gathering. Flirty. Brown hair, lots of knives.

Briny Joe Billows - Male human. Owes the BB a lot of money. Has some issues and a clove addiction. It has been implied that he sails for the other team. Currently missing.
The Cutlass
Iale DuPont - Female human, late 20s. A well-renowned pirate, formerly the first mate of Briny Joe Billows. Iale has dwarfism, but has never let her short stature be any kind of disadvantage. She has an ongoing rivalry with Lacey Lovell. Iale dislikes overly cheerful people, the Bad Brothers, and any kind of weakness; she is fiercely loyal to her former captain.
Luke Emerson - Male human (?), mid-20s. A cheerful, acrobatic and apparently wealthy individual who is overseeing the Cutlass crew for Hawke. He is annoyingly upbeat and seems immune to sea-sickness, though it is doubtful that he is a sailor. Iale DuPont harbors a particular dislike of him.
Double Sum Sam - Male human, early 30s. A careful man; always counts his share and never loans money to friends. Known to be stingy and a bit of a hoarder, Sam always has a keen eye out for profit and never throws anything useful (or potentially useful) away.
Winnie Loco - Male wick, late twenties. A skinny slip of a man, barely recognizable as a full grown adult at first. Small and lithe, he can pickpocket you in a split second while you're looking straight at him, fit into small places and be thrown great distances.
Cryin' Jim Jaffordey - Male human, mid-40s. One leg, one eye and one hand leaves Jim less useful than he used to be, giving him a maudlin approach to life that is generally a novelty among his fellows in crime. Jim is a heavy thinker and weighs moral options carefully.
Noggin Defoe - Male human, late 50s. Although older than most of his compatriots, Noggin makes up for his physical weakness with his intensely powerful memory and his uncanny knack for drawing conclusions and connections. He knows a great many facts and occasionally will attempt to enlighten his less cerebral peers. He is pleasant and gets along with most people.
Hard Harry Tibbs - Male human, mid-30s. Large and muscular, Tibbs is the "brawn" of the group. His unusual size is the result of a glandular problem, or so he claims. The Bad Brothers don't see it as much of a problem, as Tibbs can almost snap a man in half, and "almost" does the job just as well as "all the way" most of the time.
Slip Veriniece - Female wick, mid-30s. A skinny and fierce piratess, Slip made a name for herself by pinning Remses himself to the wall with her vast selection of cooking knives, which she wears on twin bandoliers so that they're always close by. She is quick to anger and likes to make hasty decisions.
Lucius Dreadholme - Male human, early 40s. A "distinguished" man with a thin mustache and slick black hair, Lucius is a walking parody of the upper class. A true gentleman, he displays perfect manners but very little in the way of a moral compass. He prefers to use a rapier instead of a gun in any situation.
Daniel "Adder" Adderson - Male human, late 20s. Daniel is a dark and brooding man, angry at the world for some great injustice done to him long ago. He is rude and brief with everyone; they largely put up with him because he is invaluable in combat. By far the quickest and most ruthless fighter in the group, Daniel uses a variety of poisons and daggers to seal the fate of his enemies, showing no mercy. His distinguishing feature is wide x-shaped scar across his face.
Miscellaneous Pirates
Ollie "All Thumbs" Prichard - Male human. A 19 year old rigger, Ollie is small and wiry. He carries a gun, named Bessy, and has never been known to wear shoes. On land, Ollie likes to line his pockets with a little petty thievery, and he often brings No Beard along in case things go haywire.
No Beard - Male human, early 30s. The large pirate is unusually placid and cautious, leading his shipmates to think him dull-witted. However, he has a perfectly average intelligence; he just follows Ollie's stupid plans to see how badly they'll end. In spite of his name, No Beard has a large, bushy beard, fit for small animals to nest in.
Tavern NPC's
Blind Barney - Male human. Works at the Mad Queen with his pet whice, Pally. He has only one working eye but that doesn't slow him down. Tends to point out foreigners but has a yellow smile at the ready no matter where you're from.
Mr. Spitz - Male human, 43 years old. Tends bar at the Black Dove Tavern. Likes wenches, more wenches and creative truth telling. Occasionally does horrible things to chickens in view of the public.
Naulanda - Female human, 22 years old. Works as the barmaid at the Black Dove Tavern. She's not as pretty as she was when she was a young girl but she holds her own. Naulanda cops no flack and takes no prisoners.
Skimmer - Male human, 55 years old. Works at the Widow's Walk as a general manager. Tall and spindly, he enjoys a good vintage and long walks on the beach. He's also incredibly stingy, hence his nickname, given to him by the plethora of waitresses that he has employed over the years.
Sales NPC's
Ue Hau - Male human, 40 years old. A worn man who has fallen into debt with the Bad Brothers. He's physically very strong and generally quite brusque.
Daisy Hau - Female human, 9 years old. Your average little girl, sweet and caring, though with slightly more responsibility than most her age. Talks with a lisp and is very clean but can only afford to wear rags.
Fish Gutter - Male human, 49. A tanned and muscled man with sun-bleached hair. He eats fish eyes and is not backwards about coming forwards. Values an ability to clean fish.
Shifty Jones - Male human. An international man of mystery with only one eye. Deals in contraband and information.
Cilius - Male Human. 42. Currency converter. Obese slob of a man with a comb over. Blue eyes. Eats continuously. Owns a lavish house with lavish possessions. Also keeps a set of blond twins as personal slaves and bodyguards. Has cut their tongues out. Both girls were kidnapped Hesseans.
The Twins - Frauje and Famke. Female Human. 21. Bodyguards and personal slaves to Cilius. Blond Hesseans. Hazel eyes. Thin, lithe figures and scant clothing. Mute. Both suffering from a type of mental illness which makes them adore Cilius, their kidnapper, until someone is willing to satisfy their second love. Money.
Other NPC's
Mr. Cranks - Male human, middle aged. A nervous tailor who was tortured (to death?) by the hench-witches for failing to pay his dues to Hawke. It seems that he had been doing some work for the Drain, and therefore he got what was coming to him.
Captain Churett - Male human, 41 years old. A family minded pirate with very cute children and an inability to not get robbed himself.
Wino - Your average person, down on their luck, solving problems with a bottle.
Reggie, the Dockmaster - Male human, 45 years old. A gruff but amiable man who is terrifed of the coven formed by Iale DuPont, Lacey Lovell and Angel Firehair. They recently stole his ship. He is often kind enough to tell new arrivals about the ins and outs of Old Rose.
Brendan Harrows - Male wick, 23 years old. Has the body of a God and the mind of a lech. Works on his dad's boat.
Pa Harrows - Male human, 50 years old. Spent a night with a sassy wick 24 years ago and has been regretting it ever since. Father to Brendan and master of his own ship. A no nonsense sort of man.
Beefman - See Beefman. Not to be confused with Apeman who was significantly less awesome and is now significantly more dead.
